The Institute of Clinical & Economic Review (ICER) has been purposely structured as a fully transparent organization that involves all key stakeholders in its appraisals of new and emerging drugs, invasive and non-invasive procedures, testing and screening strategies, and other interventions. The purpose of this document is to provide guidance and policy around the involvement of external stakeholders in each technology appraisal. Stakeholder organizations are identified as those groups who represent, at a national level, a relevant interest in a particular technology appraisal from a clinical, patient/advocacy, and/or health policy perspective. The involvement of these organizations may be obtained at five major milestones during each appraisal, as follows:
