Stakeholder Policy

The Institute of Clinical & Economic Review (ICER) has been purposely structured as a fully transparent organization that involves all key stakeholders in its appraisals of new and emerging drugs, invasive and non-invasive procedures, testing and screening strategies, and other interventions.  The purpose of this document is to provide guidance and policy around the involvement of external stakeholders in each technology appraisal.

Stakeholder organizations are identified as those groups who represent, at a national level, a relevant interest in a particular technology appraisal from a clinical, patient/advocacy, and/or health policy perspective.  The involvement of these organizations may be obtained at five major milestones during each appraisal, as follows:

  1. At the outset of each new appraisal, an evidence review group (ERG) is convened that includes representatives from the clinical, economic, patient/advocacy, bioethics, policy, public and private payer, and manufacturer sectors.  The ERG assists ICER in defining the appraisal scope, consulting on methods and techniques used during the appraisal, and reviewing and refining the primary findings.  Relevant stakeholder organizations will be invited to recommend individuals to serve on the ERG for the appraisal.
  2. During ICER’s pre-appraisal process, a series of key questions intended to form and refine the scope of each assessment is developed.  Stakeholder organizations will receive these key questions and will be invited to comment. 
  3. Stakeholder organizations will also be sent the draft report summarizing the scope, methods, and primary findings of the appraisal, along with an invitation for comment.
  4. Selected key stakeholder organizations may be invited to provide brief (i.e., 5-10 minutes) commentary at the final appraisal meeting.  In addition, because this meeting is held in a public form, all stakeholder organizations may attend as audience members (whether or not they are invited to give commentary).
  5. Following publication of the final appraisal document, stakeholders wishing to provide formal comment will have these comments posted on the ICER web site.
