ICER's mission is to lead innovation in comparative effectiveness research through methods that integrate considerations of clinical benefit and economic value.  Through a unique collaboration with patients, clinicians, manufacturers, insurers and other healthcare stakeholders, ICER develops tools to support patient decisions and medical policy that share the goal of achieving maximum value for every healthcare dollar.

Sarah K. Emond, MPP
Chief Operating Officer


Sarah brings over a decade of experience in the business and policy of healthcare to the Institute for Clinical and Economic Review as its first Chief Operating Officer.  In that role, she is responsible for the strategic planning and operations of ICER. 

Sarah most recently was Principal at SKE Communications, a health policy and communications consultancy, where she provided strategic communications counsel and legislative and literature research support to clients in the life sciences and health care policy industries, including work with the Blue Cross Blue Shield of Massachusetts Foundation and the Massachusetts Medicaid Policy Institute.  Prior to her role at SKE Communications, Sarah was Manager of Corporate Communications at the commercial-stage biopharmaceutical company, Oscient Pharmaceuticals.  At Oscient, Sarah was responsible for executing communications strategies for various audiences including media, investors, physicians and policymakers.  Sarah began her communications career as an Account Executive with Feinstein Kean Healthcare and worked as a Clinical Research Coordinator at Beth Israel Deaconess Medical Center.

A graduate of the Heller School for Social Policy and Management at Brandeis University, Sarah holds a Master of Public Policy degree with a concentration in health policy.  Sarah also holds a bachelor’s degree in biological sciences from Smith College.
